Is the Model API cheaper on a bigger plan?

No. Model API prices are the same on every plan: Flash $1.60 / $3.40, Max $1.80 / $3.80, Heavy $2.00 / $4.40 per 1M input / output tokens. A bigger plan gives more app usage (Line CLI, Cosmos Agent, Telegram), not cheaper API calls.
