Can I buy credits for my whole team?

Yes. Team members use the owner's plan and credits, so the owner buys credits in Console › Billing › Credits and everyone's API usage draws from that balance, within each member's access and limits (set in Console › Team). Usage is attributed per member in Logs and Usage.
