Why are there separate plans and credits instead of one bill?

They suit different kinds of use.

• Apps (Line CLI, Cosmos Agent, Telegram) are used by a person, in bursts. A plan gives a predictable monthly price and usage that refills every few hours and every week, so you're never surprised by a bill.
• APIs are used by programs, which can run all day, scale up or be shared with many end users. Pay as you go means you pay exactly for what your code uses, with no plan needed to unlock it.

So someone who only codes in Line CLI may never buy credits, and someone who only builds an app on the Model API can stay on Free and just top up credits.
