Do I pay for my system prompt on every request?

Yes. The API doesn't remember earlier requests, so the system prompt, the history and any documents are sent, and billed as input, on every request. A short Clatter Labs instruction block is also included in input on each request. A 2,000-token system prompt on Flash costs $0.0032 per request, which adds up at volume, so keep system prompts tight.
