What if a tool message has the wrong tool_call_id?

Each tool message must carry the tool_call_id of a call in the assistant message just before it, and you must include that assistant message. A missing or mismatched id makes the conversation invalid, so expect a 400. Keep the ids exactly as the model returned them.
