Can I limit a key to one model, like Flash only?

No. Keys are scoped by permission (models:invoke covers every SuperCosmos model) and by rate limit, not by model. To keep usage on Flash, set the model in your server code and don't let clients choose it. On a team, the owner can also cap each member's daily quota and monthly spending.
