Why does /agent-config work without a key?
GET /agent-config is meant for discovery: it describes the API's version, endpoints, the agent's tools and limits without a key, and that response is cacheable for 5 minutes.
Send your key and Account ID to also get your key's permissions and rate limit and your account's balance and can_run.
