Will the same seed always give the same answer?

Not always. seed makes sampling repeatable on a best-effort basis. Use the same seed, prompt, model and parameters to get the closest results, but don't build anything that breaks if one token differs. For tests, check the meaning of the answer (does it contain the right value?) rather than an exact string.
