Do backups cost tokens or storage?
Each backup action over the API (create, restore, delete) is a normal request: 1 token. Restoring is free and unlimited in how often you do it.
Data kept because a backup points at it stays stored as long as the backup exists. Check storage in GET /v1/usage and the Console's Billing page.
