Does my one backup cover all my buckets?
No. A backup captures one bucket. The limit of 1 backup is per account (across all buckets), so it protects one bucket at a time. Replacing it with a backup of another bucket moves the protection there.
For other buckets, keep your own downloads and note code refs.
