If one team member gets suspended, does the whole team stop?

The abuse policy pauses the account responsible: the person who wrote the messages, or, for text sent through an API key, the account that owns the key. If a shared integration uses the team owner's key, the owner's account is the one at risk. Give each service its own key, moderate end-user input, and watch for warning headers.
