How do I share a PDF with a public link?

Upload the PDF with content_type: "application/pdf" (or a .pdf extension).
Make it public.
Share public_url: it opens inline in most browsers. Add ?download=1 to force a download.

To stop sharing, make it private; the link stops working on the next request.
