How do teams work with the Agent API?

In Team in the Console, an owner invites members. For the APIs:

A member uses the team owner's plan and credits.
The owner sets each member's access and limits (daily quota and monthly spending limit).
A request outside a member's access answers 403 team_scope_denied.
Past a member's daily quota or monthly limit, requests answer 429 team_daily_quota_reached or team_spend_limit_reached, with resets_at.
