Can I create a new account after deleting my old one?

Usually yes. A new account gets a new Account ID and starts empty; nothing comes back from the old one. Free credit is once per account under the published rules, and creating accounts to get around limits isn't allowed.

If Clatter Labs terminated your previous account for breaching the Terms, you may not use the Services again without written permission (Terms, Section 4).
