Which effort is best for tool-calling agents?

The docs recommend Flash for fast, cheap tool loops where many short steps add up, and Max for planning, debugging and multi-step work. A common pattern: run the loop on Flash and switch a conversation to Max when it keeps failing or needs a plan. Heavy is rarely the right default.
