What happens when I complete an upload?

POST /v1/uploads/{upload_id}/complete:

1. Checks every chunk arrived. If not, you get 409 upload_incomplete with missing_chunks (up to 50 listed).
2. Stores the file, encrypted.
3. Assets are ready immediately.
4. Zips in a bucket with preview on go to processing while the code tree is built (usually seconds, longer for very large zips), then ready. A code.updated event records the new tree.

Completing twice is safe.
