What does "Offline access" mean on the consent screen?

FAQUpdated

"Offline access" means the app can stay connected when you're not using it, so you don't have to sign in every time you open it. Tools that run in the background or in a terminal often need this.

It doesn't give the app any extra information beyond what the consent screen lists. You can end it at any time by revoking the app under Connected apps.
